The working group of the Budget Committee supported the removal of the provision mandating the transition of medical institutions to treasury accounts from the draft state budget for 2025. This provision could have caused serious issues in the healthcare system, leading to delays in salary payments for medical staff and in the procurement of medicines, potentially leaving thousands of patients without treatment.

At the same time, the draft retains a provision for monitoring large balances in hospital accounts and addressing their further use. This is a positive step, as some medical institutions do accumulate significant funds without utilizing them to improve patient care conditions. Stricter control mechanisms should be applied to such institutions.
However, this is only an interim victory. The final decision must be made during the committee’s voting. The patient community urges the Budget Committee of the Verkhovna Rada of Ukraine to support amendment 797 concerning the removal of the provision for transitioning all medical institutions to treasury accounts and to prevent any rollback of healthcare reform.
