The Ukrainian government has approved changes proposed by the Ministry of Social Policy that expand the possibilities for placing children evacuated abroad from round-the-clock care facilities due to the war under guardianship or foster care. Now, Ukrainian citizens residing in Ukraine can take such children under guardianship or foster care.

According to the regulatory framework, the priority is to place the child in a family after returning to Ukraine. Previously, this applied to foster families, family-type children’s homes, adoptive families and, under certain conditions, biological families. Now, families of guardians and carers have also been added to this list.
The decision to place a child in foster care or guardianship is made by the child welfare service at the place of residence or stay of the candidate. If the candidate for foster parents or guardians is a relative of the child and is located outside Ukraine, the decision is made by the guardianship authority at the last place of residence in the country.
It is important to note that candidates who are already in a family relationship with the child are not required to undergo additional training in the upbringing of orphans and children deprived of parental care.
