From 1 January 2025, Ukraine introduced a new process for assessing a person’s daily functioning, which replaces the activities of the MSEC (Medical and Social Expert Commission). This reform is intended to simplify the procedure for establishing disability and other needs for care or social services, making it more transparent and convenient for citizens.

From now on, to undergo a second examination or to establish a disability, patients must contact their attending physician. The doctor will create an electronic referral to an expert team that will assess daily functioning. This avoids unnecessary paperwork and significantly reduces the time to obtain a decision.
The electronic referral is generated after all the necessary examinations are carried out to help the doctor objectively assess the patient’s condition. The collected data will become the basis for the expert team’s decision. The assessment involves not only determining the disability, but also the extension of temporary disability, and determining the need for care and social services.
