Ukrainians are actively taking advantage of the opportunity to receive a ‘winter thousand’ under the Winter is Support programme, which has been paying out for three days now. According to the Ministry of Economy, citizens have spent more than UAH 720 million of the funds paid out to date.
The breakdown of expenditures is as follows:
- 63% of the total amount was spent on utility bills;
- 17% was spent on mobile phone top-ups;
- 4% were donated by Ukrainians to support the Armed Forces of Ukraine.

Payments are transferred to a special National Cashback card created as part of the programme. According to government officials, those who applied in the first days of December have already received the funds. It is expected that those who applied on 2 and 3 December will also receive payments in the near future.
The Winter is Support project was developed by the Ministry of Economy of Ukraine with the support of the Ministry of Digital Transformation and the Ministry of Social Policy. Ukrposhta JSC, partner banks and the technical administrator of the information system joined the programme.
The government notes that the programme helps citizens solve their urgent needs in winter and also helps support the military, as part of the funds are used to make donations to the army.
