In Ukraine, the discussion about the culture of parking, which reflects the level of social maturity, is becoming more and more intense. Olena Shulyak, a member of the Ukrainian parliament, stressed that parking rules are based on two principles: respect for others and severity of punishment. In particular, spaces for people with disabilities and public transport lanes are considered inviolable, and their use without proper grounds is a manifestation of contempt for society.
The full-scale war in Ukraine has exacerbated the issue of justice and general attitudes towards rules. On the one hand, many citizens understand that adherence to rules is the basis of social life. On the other hand, some people continue to treat rules as recommendations.

The war has also changed realities: the number of people in need of specially equipped parking spaces has increased significantly. Ensuring access to such spaces has become a matter of social equality and support for those who have undergone significant life changes.
Draft Law No. 10308, registered in December 2023, is currently under consideration in Parliament. The document proposes to streamline the rules for the placement of kiosks, car parks and the conditions for obtaining permits. One of the important points is the revision of fines for parking in spaces for people with disabilities. Currently, they amount to UAH 1,020-2,550, while in EU countries fines can reach €370.
Parking is more than an infrastructure issue. It is an indicator of respect for the rules and for other people. The way a society treats basic things determines its ability to achieve more — justice, development, and success.
