The eRecovery program, which helps citizens whose homes were destroyed due to the war, has become even more convenient with a recent update. Now, it is possible to reserve a housing certificate not only through the Diia mobile app but also via the Diia portal and CNAP (Centers for Administrative Services).

This new feature became available after the technical capability to submit applications for housing certificates through these platforms was introduced at the beginning of October. Over a short period of time, more than a thousand citizens have already taken advantage of this option.
New opportunity for those who couldn’t use the mobile app
Thanks to this update to the eRecovery program, now authorized representatives of property owners whose homes were destroyed, as well as individuals without a tax identification number (TIN), can also apply for a housing certificate. This expansion of eligibility allows more people to access compensation for their destroyed property.
How to reserve funds via the Diia portal?
To reserve funds through the Diia portal, you need to log in, select the “Reserve funds for the housing certificate” service, choose the housing certificate you want to reserve funds for, update your contact details, and sign the application with a digital signature. After submitting the application, the person will receive confirmation within five days and has 30 days to finalize the purchase of new housing.
Payment procedure and priorities
Payments for housing certificates are made from the funds in the special account of the Ministry of Communities and Territories Development of Ukraine. If the funds are exhausted, the application is moved to the electronic queue until new funds are deposited. Legally established priority in the queue: military personnel, people with disabilities, and large families will receive payments first.
Results of the eRecovery program
Since the program started, 12,000 housing certificates have been issued, and nearly 5,000 certificates have already been redeemed. Their owners have already moved into new homes, demonstrating the effectiveness of the program and its significant contribution to restoring housing for affected citizens.
