In Ukraine, veterans, combatants, and service members can access free dental services as part of a pilot project launched by the National Health Service of Ukraine (NHSU) in collaboration with the Ministry of Veterans Affairs, the Ministry of Health (MoH), and the Ministry of Defense of Ukraine (MoD).

Who can access the services?
The program offers free comprehensive dental care to the following groups:
- Combat participants (veterans of combat operations);
- War veterans;
- Persons with disabilities due to the war;
- Military personnel who have not yet received combatant status but continue to perform combat duties.
Key figures of the program
The pilot project “Dental Prosthetics for Certain Categories of Individuals Who Defended Ukraine’s Independence, Sovereignty, and Territorial Integrity” has been running for seven months and covers 23 regions of the country. A total of 332 medical institutions are now providing free dental services to veterans and service members.
According to MoH data, over 4,000 patients have utilized the free dental treatment services under the project, and more than 3,000 service members and veterans have received dental prosthetics.
Services provided under the project
The pilot project offers a range of dental services to veterans and service members, including:
- Dental treatment — services related to the treatment of teeth and oral diseases.
- Dental prosthetics — assistance in the installation of prostheses for those needing restoration of lost teeth.
Cost of services and restrictions
The cost limits for the services are as follows:
- Dental prosthetics — up to 14,984 UAH.
- Dental treatment — up to 24,952 UAH.
Patients can use the dental prosthetics program only once per year.
How to access the program
To access free dental services under the program, patients need to visit one of the participating medical institutions. A list of contracted medical facilities, along with the necessary documents and services, can be found on the official NHSU website here.

Program launch
The program was launched in April this year in collaboration with the Ministry of Health of Ukraine and the National Health Service of Ukraine to improve veterans’ and service members’ access to necessary dental care.
This initiative is an important step in supporting those who have given their strength to defend Ukraine’s independence and territorial integrity, providing them with essential medical services at the state level.
