Launch of the grain storage register: how digitalization is changing Ukraine’s agricultural sector

The Ministry of Agrarian Policy and Food of Ukraine continues its efforts to transition public services to electronic form, significantly simplifying the interaction between agricultural institutions and organizations with government bodies. One of the key initiatives is the launch of the information and communication system “Main Register of Warehouse Documents for Grain and Grain Received for Storage, and the Grain Storage Register,” which aims to modernize the processes of accounting and managing grain in Ukraine.

How to register in the new register

To register in the new system, institutions and organizations engaged in grain storage activities must visit the official website of the Register via the provided link. Up-to-date information about the operation of the Register is also available on the official website of the State Enterprise “State Registers of Ukraine,” where users can learn about all the functions and features of the new system.

Advantages of implementing the warehouse document register

The introduction of the Grain Warehouse Document Register brings a number of benefits for farmers:

  1. Placement on the unified state registers platform on Diya.Engine
    The Register will be available through the Unified State Registers Platform, making data access easier and streamlining accounting and reporting processes.
  2. Management of forms and grain movement between warehouses
    The system enables the management of warehouse forms and grain movement between warehouses, allowing for automated grain accounting at every stage of storage.
  3. Access for elevators via web browser
    Elevators will be able to access the Register through a web browser, simplifying document management and integration with other accounting systems.
  4. Interface for information exchange
    The system has an API interface for data exchange with the accounting systems of grain storage facilities, enabling seamless integration and data sharing.
  5. Electronic digital signature for user authorization
    To ensure the security and integrity of data in the Register, an electronic digital signature will be used for user authentication, providing a high level of verification.
  6. Integration with the unified state register of legal entities (EDR)
    The Register is integrated with the EDR, allowing automatic verification of legal entity data and reducing administrative procedures.
  7. New reporting formats
    New reporting formats have been implemented, providing a more convenient way to submit data and allowing electronic submission of reports.

Collaboration between government agencies and international partners

The project was implemented by the Ministry of Agrarian Policy and Food of Ukraine in partnership with the Ministry of Digital Transformation of Ukraine and the State Service of Ukraine on Food Safety and Consumer Protection. Its implementation was made possible with the support of the Eastern Europe Fund within the DIGITAL UA HUB projects, carried out by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with financial backing from the German Government, as well as the European Union project “Institutional and Policy Reform for Small-scale Agriculture in Ukraine” (IPRSA).

The introduction of an electronic system for registering warehouse documents for grain is an important step toward modernizing Ukraine’s agricultural sector. It will not only optimize grain accounting and storage processes but also reduce the administrative burden on farmers. With this innovation, Ukrainian farmers will be able to work more quickly and efficiently with state registers and store grain according to all modern standards and requirements.
