The Verkhovna Rada of Ukraine has adopted as a whole a draft law aimed at enhancing the activities of the Medical and Social Expert Commission (MSEC) under number 11225. This document introduces new provisions that will contribute to improving the examination process and protecting citizens’ rights.

Key innovations
According to the adopted draft law, the following important changes are introduced:
- Presence of a lawyer and legal representative: Lawyers for the individual, their legal representatives, and rehabilitation doctors will now be allowed to attend MSEC meetings. This ensures better protection of the rights of individuals undergoing examination.
- Right to video and audio recording: To increase transparency in the process, participants in the meetings will have the right to record video and audio. This provides additional guarantees for the objectivity and legality of the commission’s decisions.
- Mandatory provision of decisions with justification: The draft law requires that individuals receive MSEC decisions that must be justified. This will allow citizens to better understand the grounds on which decisions regarding their condition were made.
Remote format of meetings
The draft law also includes provisions requiring the government to establish a list of grounds under which MSEC meetings may be held in a remote format, on-site, or in absentia. This will make the examination process more flexible and accessible for individuals who cannot be present in person.
The adoption of this draft law is an important step towards improving the work of the Medical and Social Expert Commission in Ukraine. The introduction of new mechanisms for protecting citizens’ rights and enhancing the transparency of the commission’s work will help strengthen trust in the medical and social examination system.
