Definition of internal policy principles for war veterans in Ukraine

On October 29, the Verkhovna Rada of Ukraine adopted a draft law aimed at defining the principles of internal policy in the veteran sphere for the first time in history. This is an important step towards ensuring the rights of veterans and their families within the relevant legislation.

Draft law

The law concerns the draft law “On Amendments to the Law of Ukraine ‘On the Principles of Internal and Foreign Policy’ regarding the formation of a comprehensive approach to internal policy in the veteran sphere.” The document was developed by members of the Ukrainian parliament with the participation of the Ministry of Veterans and representatives of relevant public organizations.

Importance of the draft law

“Today, Parliament has adopted an important draft law. For the first time in Ukrainian legislation, the principles of internal policy in the veteran sphere will be defined. This lays the foundation for further implementation of changes, primarily in the social, medical, and rehabilitation spheres for our Defenders and their families,” stated the Minister for Veterans Affairs of Ukraine, Nataliia Kalmykova.

Key changes

The proposed amendments to the existing legislation aim to:

  • Ensure proper realization of medical, educational, labor, economic, cultural, and social rights of war veterans and their family members.
  • Foster a culture of honoring the deeds of war veterans, Defenders of Ukraine, and victims of the Revolution of Dignity.
  • Promote the creation of material and immaterial cultural heritage regarding Ukrainian military victories.
  • Engage veterans in national-patriotic education.
  • Establish an effective transition system from military service to civilian life.
  • Create conditions for effective treatment and rehabilitation of veterans.
  • Develop a unified state electronic system for veteran care.
  • Form reintegration programs with communities.
  • Support veterans in establishing business entities.
  • Implement new vectors of social protection for war veterans.

The adoption of this draft law is a significant step toward improving the living conditions of veterans and their families, creating a foundation for their support and integration into society.
