The Cabinet of Ministers of Ukraine has adopted a resolution aimed at ensuring the protection of the rights of children deported or forcibly displaced due to the armed aggression of the Russian Federation against Ukraine. The implementation of this resolution is designed to improve the process of collecting, analyzing, and accounting for information about such children, facilitate their return to Ukraine, and enable data exchange with international institutions to stop gross violations of international humanitarian law.

Establishment of a register
A key step in this initiative will be the creation of a special register of information about children who have been deported or forcibly displaced. This register will serve as an important tool for locating and returning children to Ukraine, allowing government authorities to work effectively with data about each child. The register will provide the capability for quick verification of information and data exchange with international organizations, such as the International Committee of the Red Cross.
Responsibility of the Ministry of Justice
According to the resolution, the register will be created and maintained by the Ministry of Justice of Ukraine, with the State Enterprise “National Information Systems” serving as its administrator. This will ensure centralized control over the information regarding children.
Interagency commission
To ensure the accuracy and timeliness of the information, an interagency commission for the verification of information about children will be established. The commission, composed of representatives from several ministries, will be responsible for verifying the data about children. This will allow for the coordination of efforts across various departments to effectively protect the interests of children.
Cooperation with international organizations
The document also envisions active collaboration with international organizations. The Ministry of Justice, together with the Ministry of Foreign Affairs, is committed to establishing regular information exchange with international partners, particularly with the Red Cross, to ensure the protection of children’s interests on the international stage.
This resolution represents an important step in safeguarding the rights of children who have become victims of aggression.
