This year, Ukraine has launched an important initiative—financial support for children who have lost parental care, titled “Not Alone.” The mechanism and design of this program were developed by the Ministry of Social Policy.

Key provisions of the program
The support financially assists families that temporarily take in a child deprived of parental care until the child obtains the appropriate status. So far, assistance has been provided to 483 children, totaling 14.5 million hryvnias.
Conditions for receiving support
Assistance can be granted to individuals who temporarily take in a child, provided that such a family resides in Ukraine.
The amount of the payment is as follows:
- 2.5 living minimums for children of the corresponding age for each child:
- For children under 6 years old—6,407.5 UAH
- For children aged 6 to 18 years—7,990 UAH
- 3.5 living minimums for children with disabilities for each child:
- For children under 6 years old—8,970.5 UAH
- For children aged 6 to 18 years—11,186 UAH
How to apply
Applications for assistance can be submitted to social protection agencies, administrative service centers (ASCs), or executive bodies of local communities.
Grounds for receiving support
Assistance may be granted in cases where parents or one parent:
- Has died or been killed (and the other parent is not fulfilling their obligations);
- Is under temporary occupation or siege;
- Is missing under special circumstances or recognized as such;
- Is held captive by an aggressor state;
- Is deprived of liberty (arrest, hostage-taking) by an aggressor state.
A representative of a foster family or a family-type children’s home where the child is temporarily residing can also apply for the payment.
