Changes in Ukraine’s public service during the war: an analysis of staffing trends and challenges

What changes have occurred in the public service during the war? Analysts from Texty.org.ua have examined staffing changes among civil servants using open data.

Every year, all civil servants, local government officials, and other public officers submit asset declarations. The register of declarations maintained by the National Agency for Corruption Prevention is an important tool for analyzing trends, preventing corruption, and building a transparent government.

Texty.org.ua found that in 2023, 481,949 annual declarations were submitted, which is a 36% increase compared to the previous year. Specifically, 37% of the declarations were submitted by civil servants, 16% by local government officials, and 47% by declarants from other categories (military officials, police officers, and others).

The number of women and men among the declarants is almost equal; however, disparities are evident when analyzing positions: top positions are predominantly held by men—77%.

During the full-scale invasion, 78,000 civil servants left their positions, with women accounting for 30% more of those who departed. At the beginning of 2024, nearly 50,000 vacancies were opened in public authorities, local state administrations, and the judicial system.

The analysis was prepared by Texty.org.ua in partnership with the Ministry of Digital Transformation and the National Agency for Corruption Prevention, with the support of the “Support for Digital Transformation” project funded by USAID and UK Dev.
