The eVidnovlennya program, which assists Ukrainians whose homes were destroyed due to hostilities, has undergone significant updates. Now, applications for housing certificates or funds for reconstruction can be submitted via the Diia portal or at the Centers for Administrative Services (CNAП).
Who Can Apply?
This new option is available for those who could not use the services of the Diia app, including:
- Citizens without an individual tax number (RNOКPP)
- Legal and authorized representatives of owners of destroyed homes
How to Submit an Application via the Diia Portal
To submit an application independently, follow these steps:
- Visit the Portal: Go to diia.gov.ua and register or log in to your personal account.
- Select the Service: Click on “Submit an Application” in the section “Compensation for Damaged or Destroyed Property.”
- Choose the Object: Specify the property for which you wish to receive compensation.
- Type of Compensation: Choose between a housing certificate or a monetary payment. The monetary payment is available for owners of destroyed private homes who plan to rebuild on their own land.
- Answer the Questionnaire: Provide answers to the questionnaire.
- Review and Sign: Check the entered information and sign the application. If the property was destroyed, the involvement of co-owners is not mandatory—each co-owner can submit a separate application.
Legal and authorized representatives of owners of destroyed homes can only submit applications through the CNAП.
Program Results
Since the program launched in August 2023, citizens have received 10,700 housing certificates, of which 4,700 have already been redeemed, allowing their owners to purchase new homes.
Applications for housing certificates can be submitted by citizens whose destroyed homes are located in de-occupied territories, as well as in communities that are in combat zones, provided the security situation allows for property inspections.
