The Ukrainian Cabinet of Ministers has developed a range of tools to support energy supply for citizens and businesses, ensuring a smooth heating season for 2024-2025. Specifically, the “Affordable Loans 5-7-9%” program has been expanded to support energy capabilities for both enterprises and homeowners’ associations (HOAs) and housing cooperatives. In addition to government programs, there are also separate bank offers. Furthermore, a number of decisions have been made to simplify the procedures for purchasing energy equipment, implementing personal generation, and creating special conditions for consumers who independently produce more than 80% of their electricity needs. Credit Tools for Businesses and Citizens
- The expanded “Affordable Loans 5-7-9%” program for businesses to purchase and install gas-powered generators. The amount of the subsidized loan can be up to 150 million UAH, with a repayment period of up to 10 years.
- Subsidized loans for energy infrastructure restoration projects provided by 19 of Ukraine’s largest banks. The loan amount can be up to 25 million euros, with a term of up to 5-7 years.
- The “Affordable Loans 5-7-9%” program for HOAs and housing cooperatives. The loan amount can be up to 5 million UAH with a term of up to 5 years at 7% annual interest. The program works in combination with the “GreenDIM” program, allowing HOAs and housing cooperatives to receive up to 70% compensation for the project cost after its completion.
- Subsidized loans at 0% for households to install solar panels with energy storage systems and wind turbines. The loan amount can be up to 480,000 UAH, with a repayment term of 10 years.
Special Solutions for Entrepreneurs and the Public
- Cancellation of customs duties and import VAT on energy equipment (generator equipment, wind and solar generation equipment, batteries (except small batteries)).
- The “Active Consumer” program. Active consumers can be individuals or legal entities, including residential consumers, municipal institutions, energy cooperatives, and business structures. Such consumers can sell excess electricity generated by their installations to electricity suppliers under the “green” tariff or through a self-production mechanism without needing a license.
- Simplification of procedures for installing personal generation. Electricity consumers are allowed to install generating installations for producing electricity that do not operate parallel to the unified energy system of Ukraine, or whose capacity does not exceed the amount permitted by the distribution services contract. Such a connection of generating installations is made without obtaining/providing connection services. Additionally, business entities (including consumers) can undergo a simplified connection procedure for generating installations that do not fall into the aforementioned categories until January 1, 2026.
- Import of electricity from the EU. Enterprises importing 80% of their electricity consumption will not be subject to disconnection schedules.
- Simplification of energy equipment procurement procedures. Customs authorities will no longer need to provide security for customs payments.
- Special conditions for those who provide more than 80% of their electricity needs through their own generation. Restrictions on electricity consumption will not apply to those who self-generate at least 80% of their needs.
