Ukraine has simplified the process for entrepreneurs who want to set up their own pre-school education facilities. Through the Diya portal, you can apply for competitive support and open up a space for children’s development — a nursery, mini-kindergarten or development centre. Grants of up to UAH 1 million are now available under the Own Business programme approved by the Cabinet of Ministers.
The financing terms have become more attractive. Up to UAH 500,000 is covered by a grant if at least two jobs are created. Amounts over UAH 500,000 and up to UAH 1 million can be obtained on a co-financing basis: 70% from the state, 30% from own funds, and the creation of four jobs.

The grant funds can be used to set up the facility: carry out repairs, purchase furniture, interactive equipment, toys, teaching materials, as well as cover marketing, transport or even franchise launch costs.
Applications can be submitted via the Diya portal. You need to log in, fill out the application, add a business plan, get an electronic signature — CEP, available through Privat24, MVS, or DPS — and send the application. The State Employment Service will review the materials within 10 business days after the application is submitted.
The Own Business programme has already helped more than 27,000 Ukrainians start businesses — from coffee shops and workshops to manufacturing. Grants are now available for the preschool sector, which will contribute to the creation of modern kindergartens and child development centres.
The programme seeks to strike a balance between supporting entrepreneurs and promoting access to quality preschool facilities. This creates jobs, especially in regions where preschool infrastructure is underdeveloped, and enables private initiatives to develop effectively.
