Humanitarian aid in Ukraine: what you need to know about good.gov.ua

The Automated System for Registration of Humanitarian Aid (AS HA) — good.gov.ua — has been operating in Ukraine for almost a year. It was launched by the Ministry of Social Policy to make the process of importing and accounting for aid transparent and convenient.

The system was launched on December 1, 2023, in test mode, when documents could be submitted both online and on paper. Since April 2024, it has been fully operational: humanitarian cargoes are processed exclusively through the electronic platform. This reduces the risk of abuse and ensures clear control.

During its operation, the AS GD has registered over 239,000 shipments and submitted more than 227,000 declarations. The Unified Register of Humanitarian Aid Recipients currently includes about 12,700 organizations. These are public and charitable associations, volunteer initiatives, and rehabilitation institutions.

Most often, food, medicines and medical supplies, sanitary and hygiene products, clothing, footwear, and technical equipment are brought into Ukraine.

Organizations receiving humanitarian aid are required to submit reports on its use. In case of repeated failure to submit reports, the recipient is automatically removed from the Register.
