The Verkhovna Rada of Ukraine has passed in the first reading a bill that provides for a significant increase in payments for families with children and additional support for families raising children with disabilities.
The bill aims to create more comfortable conditions for childcare and to transition from a fragmented to a comprehensive system of state assistance. As noted by First Deputy Minister of Social Policy Lyudmila Shemelinets, state support should cover families from the moment they plan to have children until the child becomes independent.

Among the key innovations are significantly increased financial assistance for pregnant women, a one-time payment of 50,000 hryvnia upon the birth of a child, new forms of support for caring for children under one year of age, and the “yeYasla” program, which will help parents pay for childcare for children over one year of age after returning to work. There is also a provision for a “schoolchild’s package” to purchase necessary items for first-graders.
At the same time, the traditional “baby package” assistance for newborns remains in place.
The document was developed in accordance with Ukraine’s Demographic Development Strategy until 2040. The bill aims to stimulate the birth rate and help Ukrainian families harmoniously combine parenthood with professional activities.
