A digital system has been launched in Ukraine that has completely changed the process of foreigners entering universities. Starting from 1 April 2025, all applications for study will be accepted exclusively through the Unified Interagency Information System for Foreigners and Stateless Persons.

According to the Ministry of Education and Science, in the first three months alone, more than 1,700 applications for electronic invitations were submitted through the platform. The online platform apply.studyinukraine.gov.ua provides full automation of all stages – from application to enrolment. Intermediaries are no longer needed: applicants create personal accounts, and documents are processed only by authorised government and educational institutions.
The service is integrated with a number of government agencies, including the Security Service of Ukraine, the State Border Guard Service and the Ministry of Foreign Affairs. This allows for real-time verification of visa, border crossing and enrolment orders. The system is also linked to the Unified State Electronic Database on Education (USEDE), where the first orders for enrolment of students from abroad have already appeared.
“The first students who have used the new system have already been enrolled and arrived to study,” said Deputy Minister of Education and Science Dmytro Zavgorodniy, adding that the full launch of the service was made possible through close cooperation with international partners.
