The President of Ukraine signed Law No. 4438-IX, which establishes legal mechanisms for the protection of children illegally taken outside Ukraine or forcibly displaced within the country. The document defines the key concepts of “deportation of a child” and “forced displacement of a child” at the legislative level, allowing for a more systematic response to crimes committed against Ukrainian children in the context of the war.
The new law obliges the state to take all necessary and possible measures to locate and return to Ukraine children who have been illegally deported abroad. It also provides for mechanisms to facilitate the return of children to the territory controlled by Ukraine in cases of forced displacement within the country.
The adoption of this law is an important part of a comprehensive state policy to protect the rights of children affected by Russian aggression and strengthens Ukraine’s international legal position on bringing perpetrators to justice.
