In the first four months of 2025, 130 administrative offences related to bullying were recorded in Ukraine. On average, 32 new cases are recorded every month, which is 50% more than in the same period in 2024 and 15% more than in the “pre-war” year of 2021.
More than half of this year’s protocols were drawn up by the police against underage students and teenagers aged 14-16. The share of bullying committed by minors continues to grow: in 2021, it was 44%, while in 2025 it was already 58%.

Although the total number of protocols has declined since the start of the full-scale invasion in 2022, statistics from the last two years show a gradual increase in the number of reported cases. In 2024, the police drew up about 22 protocols per month, and in 2025, the number was almost one and a half times higher.
In addition, there has been an increase in the number of cases where school administrations do not report bullying: in just four months of 2025, 11 reports were drawn up under the article on concealing the facts of bullying. For comparison, there were 14 such cases in all of 2024, and only 13 in 2021.

At the same time, there has been a decrease in the number of cases of group bullying or repeated harassment by adolescents. In 2025, only five such protocols were drawn up, which is three times less than in 2024, when they accounted for 15% of the total.
Despite the increase in the number of cases, only 48% of the cases were resolved by the courts. This indicates challenges in proving the facts of harassment or imperfect procedures for responding to bullying in the educational environment.
