Ukraine has introduced a new system of assessment of activities of daily living (ADL), which helps to understand how health status affects a person’s life. This is part of a comprehensive approach to determining individual needs, including in the context of social protection or state support.

In some cases, the expert team may prescribe additional medical examinations to make an accurate and informed decision. This decision is made when the available medical information is insufficient or contradictory. This ensures fairness of the assessment and reduces the risk of subjective interpretation of a person’s condition.
An electronic referral for examination is made by a doctor who is a member of the expert team. A person can be examined at any medical facility that has a valid medical practice licence. If the facility operates under the Medical Guarantee Programme, the service is free of charge.
All examination results must be entered into the electronic healthcare system (EHS), which is a licensing requirement for both public and private healthcare facilities. The data is then transferred to the administrator, who attaches it to the patient’s file.
Based on the complete information, the expert team can make a final decision, often without the need for a second application from the individual. This approach reduces the burden on the system and provides a more comfortable experience for the person interacting with it.
