In Ukraine, there are several official channels through which you can get free advice on adoption or other forms of family-based care for children without parental care. This includes not only adoption, but also guardianship, foster care, creation of a foster family, family-type children’s home, or provision of foster care services.
Those wishing to learn more about each of the forms can contact local services for children. Specialists of these services provide detailed information and help to understand the requirements and procedures. At the same time, the consultation is not an obligation: it does not mean that a person automatically becomes a candidate for adoption or another form of guardianship.
You can order an adoption consultation through the Diia portal. The service is available in the section “Family” → “Consultation on child adoption”. Despite the name, it covers all forms of family upbringing. In addition, people can contact local services directly without an appointment.

Information support is also available through the unified state platform dity.gov.ua, where the Care Line hotline operates. Users can leave a request to communicate with specialists.
The government pays special attention to the development of foster care, a form of temporary upbringing of children in difficult life circumstances. People who have experience working with children and are looking for a job can contact local employment centers to find out about the possibility of becoming a foster caregiver or assistant. This activity can be carried out as an individual or as a private entrepreneur.
Thanks to digital services such as Diia and the reform of the social sphere, Ukraine has simplified access to information on ways to support children in need of family comfort.
