Belgium to provide €150 million to Ukraine to rebuild infrastructure, healthcare, and education

A large-scale international technical assistance project, BE-Relieve Ukraine (Belgian Recovery Initiative), implemented by the Government of the Kingdom of Belgium through the Belgian development agency Enabel, has been launched in Ukraine. The total amount of support is EUR 150 million, which will be used to restore critical infrastructure, healthcare, education, and support European integration reforms.

The initiative’s beneficiaries are four key Ukrainian ministries: Community and Territorial Development, Health, Education, and Economy. The project will last until the end of 2028 and will cover both national and regional levels. The priority regions include Kyiv and Chernihiv oblasts and the city of Kyiv.

‘BE-Relieve Ukraine is not just about technical assistance. It is a partnership built on the principle of rebuilding better than before,’ said Kostyantyn Kovalchuk, Deputy Minister of Community Development.

Key areas of the programme:

  • Energy: decentralised heat supply systems, generators, mobile boiler houses.
  • Healthcare and social sector: repair of hospitals, rehabilitation programmes, development of inclusive services.
  • Education and the labour market: renovation of schools and vocational training institutions, forums for business and education cooperation.
  • European integration: support for reforms, development of partnerships with Belgium.

Priority activities include the transfer of 212 generators for schools, mobile boilers for hospitals and the repair of medical facilities.

The project is part of the broader TEAM EUROPE initiative, which unites the efforts of European partners to support Ukraine in its wartime and post-war recovery.
