The Ministry of Defence of Ukraine has initiated a large-scale reform of the housing system for military personnel and their families. The ministry’s Main Department of Capital Investments has completed the development of the draft Concept of the State Target Programme for Housing for Servicemen and Women of the Armed Forces of Ukraine and Persons Discharged from Service. The document has already been internally approved and submitted to the central executive authorities for consideration, and is currently undergoing public discussion.

According to Deputy Minister of Defence of Ukraine, Brigadier General of Justice Serhiy Melnyk, the aim of the new programme is to create a transparent and efficient system. This system will take into account the needs of different categories of military personnel. First and foremost, it is about combatants, families of those killed, seriously wounded and discharged from service.
As part of the reform, preparations are also underway to digitise the process of housing registration of servicemen. This solution should simplify procedures, increase the efficiency of housing management and ensure greater transparency in its use.
In addition, an algorithm for excluding service housing from the Ministry of Defence’s housing stock has already been developed and approved. This will enable thousands of military families currently living in service housing to obtain the right to live there permanently.
