The Cabinet of Ministers of Ukraine has approved amendments to the rules for crossing the state border for men working in culture, strategic communications, media, and information. The relevant Resolution No. 244 of 4 March 2025 defines the procedure for men aged 18 to 60 years old to leave the country if they have the necessary documents.

To travel abroad, you need to receive a letter from the Ministry of Culture and Strategic Communications or the Ministry of Digital Transformation addressed to the Administration of the State Border Guard Service, which contains the details of the trip. An invitation from a foreign organisation (with a translation into Ukrainian) and a military registration document with the relevant stamps or in electronic format are also required.
If the applicant fails to provide the required proof of the purpose of the trip, border guards may refuse to allow the travel. The new procedure is aimed at streamlining the departure of cultural and information professionals participating in international events and projects.
