Ukraine proposes to legalise mini-kindergartens

Mini-kindergartens with no more than five children at a time may appear in Ukraine. The Ministry of Education and Science of Ukraine has developed a draft Regulation on mini-kindergartens, which is currently being submitted for public discussion. The document defines the general rules for the organisation of such institutions and the requirements for their activities.

According to the draft, mini-kindergartens can be private or corporate, but in any case, they will be subject to licensing. The premises for them can be owned or rented housing located no higher than the second floor, or another facility that meets sanitary and building standards. It is also a prerequisite to have a children’s playground nearby and at least a simple shelter.

Each mini-kindergarten must provide one full-time position of an educator with a pedagogical education. The institution must meet safety requirements and create appropriate conditions for the development, education, and leisure of children. The founder of the institution will be responsible for material support, equipment, and teaching materials in accordance with the standards approved by the Ministry of Education and Science.

Food in mini-gardens can be provided independently or with the participation of other organisations. Funding will be provided by the founders and other sources not prohibited by law. The State Education Quality Service and its territorial subdivisions will control the activities of such institutions.
