The Government of Ukraine has announced additional financial assistance under the Warm Winter programme for more than 5,000 families who did not receive the funds due to technical reasons at the end of 2024. The amount of the payment is UAH 6,500 for each child under 18.
Programme details
The Warm Winter programme was introduced by the Ministry of Social Policy of Ukraine as part of the Winter Support programme to help low-income families and families with children from among the most vulnerable internally displaced persons (IDPs). The funds were allocated to provide children with warm clothes in winter.
In December 2024, due to the power outage and the need to clarify data, some families were unable to receive this assistance. The government decided to make additional payments to those who were entitled to them but did not receive them due to technical reasons.

Who is eligible to receive the benefit?
In December 2024, the assistance in the amount of UAH 6,500 was received:
- Low-income families with children.
- IDP families with children who receive accommodation payments.
- Persons with disabilities of the first group among IDPs.
Thanks to this initiative, more than 594,000 people received financial support, with the total amount of payments amounting to UAH 3.9 billion.
The Ukrainian authorities assure that all citizens who are eligible for assistance will receive it without delay.
