Men aged 18 to 22 inclusive will be able to travel abroad during martial law only if they have a military registration document. This was announced by Colonel Andriy Demchenko, spokesperson for the State Border Service of Ukraine, in a comment to Ukrayinska Pravda.
The changes are provided for in a government resolution prepared by the Ministry of Internal Affairs, which amends the Rules for Crossing the State Border by Citizens of Ukraine. The document has not yet been officially published, and the final regulations will come into force after publication on the Government Portal.

According to Demchenko, the new rules will apply to men in the specified age category, who must have a passport and military registration document in paper or electronic form when crossing the border.
However, the rule will not apply to civil servants, local government officials and other persons listed in paragraphs 2-14 of the Rules for Crossing the State Border. For them, the procedure for leaving the country will remain unchanged — exclusively on business trips.
The State Border Service will begin to allow men in this age category to cross the border only after the resolution officially enters into force.
