How many fines can be imposed for violating mobilisation regulations in 2025

Ukrainians who violate several provisions of mobilisation legislation at the same time will not be fined for each individual violation. The legislation provides for only one administrative fine for the most serious of all recorded violations. This was announced by the head of the legal service of the Kherson Territorial Centre for Recruitment and Social Support, Major of Justice Serhiy Myakenkyi, during a telethon.

According to him, situations where a person liable for military service, for example, has not updated their military registration data, has not appeared when summoned, and has not undergone a medical examination, occur quite often. However, this does not mean that the person will receive a separate fine for each such case.

According to Article 36 of the Code of Ukraine on Administrative Offences, if one person commits several administrative offences at the same time, the penalty is imposed only for the most serious of them.

The current regulations also provide for the same minimum fines for violations of military registration or mobilisation training. According to Articles 210 and 210-1 of the Code of Ukraine on Administrative Offences, the amount of the fine is from 17,000 hryvnias. The specific amount of the penalty is determined depending on the nature and severity of the violation.

It is worth recalling that since 2024, Ukraine has had updated legislation on mobilisation, which provides for tighter control over conscripts, in particular the obligation to update military registration data and undergo medical examinations within specified time limits.

According to official statistics, in the first half of 2024 alone, more than 50,000 violations of mobilisation legislation were recorded in Ukraine. The most common among them are ignoring summonses, late updating of registration data, and failure to appear before a medical commission.

Lawyers emphasise that fines are an administrative responsibility that does not exempt a person from fulfilling their mobilisation duties. After paying the fine, the person is obliged to comply with all requirements, including updating their data, undergoing a medical examination or appearing at the TCC when summoned.
