Mobile shelters cannot be officially installed in Kyiv without changes to legislation

The Kyiv city authorities do not have the right to officially commission mobile shelters, even despite the urgent need for such protective structures. This was announced by Roman Tkachuk, Director of the Municipal Security Department of the Kyiv City State Administration, commenting on the initiative of the Kyiv City Military Administration to install mobile shelters in the capital.

According to him, Kyiv has been raising the issue of regulatory regulation of mobile shelters since 2022. Despite the fact that technical standards for their production already exist, Ukraine has not yet approved regulations that would allow such shelters to be officially put into operation. This means that the city cannot include them in its fund of protective structures, does not have the right to designate them as “shelters” and, accordingly, cannot spend funds from the city budget on them.

The Kyiv City Administration notes that since the beginning of the full-scale war, it has repeatedly appealed to the Cabinet of Ministers with initiatives to regulate this issue. In particular, this involved both appeals from executive bodies and official decisions by the Kyiv City Council.

Two years ago, the city authorities identified potential locations for the installation of mobile shelters and held consultations with manufacturers. However, the implementation of these measures remains blocked due to the lack of changes in the current legislation.
