The Cabinet of Ministers of Ukraine has changed the rules for crossing the state border for certain categories of citizens. The relevant Resolution No. 213, adopted on 25 February 2025, has already entered into force.
Under the new rules, drivers transporting medical supplies and humanitarian aid will be able to cross the border on a general basis during martial law.
Previously, such drivers had to obtain a relevant decision from the regional or Kyiv city military administration. This rule has been in place since the beginning of the full-scale invasion, when the government imposed strict restrictions on the departure of men aged 18 to 60.
