The Ministry of Social Policy of Ukraine has launched a new mechanism to support internally displaced persons (IDPs) – a subsidy for renting accommodation. On 6 February, the first family has already gone through the procedure for receiving the subsidy and received the payment.

A family of two living in Zakarpattia Oblast received a subsidy of UAH 4,758 per month. At the same time, the landlord, who officially rents out the property, will receive a tax refund of UAH 2,352, which will be paid quarterly.
According to Oksana Zholnovych, Minister of Social Policy, the rent subsidy is a fundamentally new instrument similar to those used in many countries around the world. It reduces the financial burden on IDP families and at the same time encourages landlords to formalise their contracts. The Ministry provides compensation for tax liabilities for homeowners, which solves the problem of the shadow rental market.
All IDP families can apply for a rental subsidy, regardless of whether they acquired this status after 2014 or 2022. The main condition is the existence of an official lease agreement. Documents can be submitted online, which greatly simplifies the procedure. If the landlord is abroad, the agreement can also be drawn up remotely.
