A draft law is being prepared in Ukraine to increase criminal liability for human rights violations during the operation of territorial recruitment and social support centres (TRCs). The initiative is aimed at responding to cases of violations that cause a public outcry.
This was stated at a briefing by MP, member of the Verkhovna Rada Committee on National Security, Defence and Intelligence Fedir Venislavskyi. According to him, although such violations are not widespread, they do occur and need to be addressed at the legislative level.

The MP noted that the relevant initiative came from the Chief of the General Staff, and the Law Enforcement Committee was involved in its development. The draft law provides for increased criminal liability for officials of the TRC and SC, as well as military medical commissions, if it is proved that they have violated the procedure for their activities.
In particular, if a military medical commission provides a false conclusion regarding a serviceman’s health or fitness for service, the liability for such actions will be much stricter. This may include serious sanctions, up to and including imprisonment.
The legislative initiative is being considered in the context of the overall strengthening of control over the activities of TRCs and SC, which has become relevant amid cases of misconduct that have caused public outcry and criticism.
