Ukraine needs $9 billion to restore cultural heritage

At the first international conference on Ukraine’s culture, Cooperation for Resilience, participants discussed ways to preserve and restore the country’s cultural heritage. As part of the fourth module ‘Ukrainian Heritage Foundation’, speakers emphasised the importance of international cooperation and resource mobilisation.

According to the Ministry of Culture and Strategic Communications of Ukraine, as of the end of January 2025, 1333 cultural heritage sites and 2185 cultural infrastructure facilities were damaged by Russian aggression in Ukraine. For example, after the shelling of Odesa on the morning of 1 February, at least 26 historical sites in the city centre were damaged, but damage assessment is still ongoing.

Total losses in the culture and tourism sector were estimated at $20 billion by the end of 2023, and about $9 billion is needed to restore it over the next 10 years. This amount includes the restoration of monuments, preservation of museum collections, support for cultural institutions, and development of creative industries.

According to Galyna Hryhorenko, First Deputy Minister of Culture and Strategic Communications of Ukraine. The top priorities for 2022-2024 are packaging materials and transport for the evacuation of cultural property, stabilisation of damaged buildings, arrangement of storage facilities in cultural institutions and the purchase of equipment, including generators.
