The Diia portal has restored the ability to submit applications to the International Register of Losses to record damage caused by damage or destruction of housing as a result of the Russian Federation’s aggression. This service allows Ukrainian citizens to document the extent of losses caused by the full-scale invasion.

The International Register of Damage, which operates as part of the cooperation between Ukraine, the European Union and 42 other countries, was created to collect information on material damage. It is the first step in developing an international compensation mechanism. All interested parties — both individuals and legal entities, as well as the state of Ukraine — can submit a claim for compensation through this Register.
Applications are accepted even if the property is located in the temporarily occupied territories or in the area of active hostilities, or has already been registered under the eRestoration programme or the State Register of Real Property Rights.
The register, officially known as the Register of Damage (RD4U), operates in The Hague, the Netherlands. Its creation and integration with the Diia portal was implemented by the Ministry of Digital Transformation and the Ministry of Justice of Ukraine with the support of the USAID/UK aid Transparency and Accountability in Public Administration and Services (TAPAS) project.
By submitting an application to the Register, Ukrainians join the important process of recording losses, which will become the basis for fair compensation in the future.
