How to establish disability in 2025

The Ministry of Health has explained how to establish a disability in 2025. To do this, you must first contact a family or specialised doctor who specialises in the disease. A referral for assessment and disability status can now be made by the head of the HCPC or a specialised doctor.

What documents are needed?

To establish a disability, you need:

passport
individual tax number (RNOKPP)
military registration document
medical documents confirming the diagnosis and indicating the current state of health.

Based on the documents received, the doctor will create a structured e-referral form. The patient can choose a form of assessment that is convenient for him or her: in-person, by correspondence, on-site or via telemedicine. The patient can undergo such an assessment at any healthcare facility, regardless of the place of registration.

The documents must be checked by the facility administrator, after which the system will automatically determine the date and time of the assessment. 

On the day of the assessment, members of the expert team will have access to the patient’s file and data. After reviewing them, the person liable for military service will receive a decision confirming the disability and appropriate recommendations. If necessary, the expert team may send the person for additional examinations.

The team must review the case within 30 days. If the patient does not agree with the conclusion, it can be appealed to the Centre for the Assessment of the Functional Status of a Person. 

What to do with certificates issued in 2024

All documents issued before 31 December 2024 are considered valid if they do not require changes or additions. 

If a person has already submitted documents to the MSEC last year, but the meeting is scheduled for 2025, the case must be transferred to a designated healthcare facility where an expert team will work. The team will hold a meeting on the same day as the one previously scheduled by the MSEC.
