On 8 January 2025, the Verkhovna Rada of Ukraine adopted in the second reading the draft law No. 12131, which restores the mandatory system of monitoring, reporting and verification (MRV) of greenhouse gas emissions. This legislative initiative was supported by 298 MPs, which is an important step towards Ukraine’s European integration and fulfilment of its commitments under the UKRAINE FACILITY.
The restoration of the ETS system creates the basis for the introduction of a greenhouse gas emissions trading scheme (ETS) in Ukraine, bringing the country closer to compliance with European environmental standards and future membership in the European Union.

This law:
- Ensures transparency and reliability of data on greenhouse gas emissions.
- Promotes cooperation with accredited verification bodies from EU countries.
- Improves the quality of services in the field of MRV.
- Promotes fair pricing for verification services in Ukraine.
- Helps integrate Ukraine into European environmental standards.
The law takes into account the conditions of martial law and the consequences of Russian aggression, which provides for a differentiated approach to reporting depending on the location of facilities and the level of damage.
This initiative was developed with the support of GIZ Ukraine experts within the framework of the project ‘Support to the Implementation of a Greenhouse Gas Emissions Trading Scheme (ETS) in Ukraine’. This project is being implemented on behalf of the German Federal Ministry for Economic Affairs and Climate Change.
