On 1 January 2025, a new service for submitting applications for the provision of auxiliary rehabilitation equipment (ARE) was launched on the Social Web Portal of Electronic Services of the Ministry of Social Policy of Ukraine. This initiative is aimed at facilitating access to social services for people with disabilities.
The service is currently available to people who have been assessed by expert teams that replaced medical and social expert commissions (MSECs). Information about the decisions of expert teams is automatically transferred to the Unified Information System of the Social Sphere (UISSS) and displayed in personal accounts on the portal.

To submit an application, users need to log in to the portal using a QES, UEP or BankID, fill out an application, sign it with an electronic signature and track its status in the My Applications section. After the application is processed, an electronic referral for rehabilitation equipment will appear in your personal account.
In addition to the online service, an application can be submitted through the Personal Account of a person with a disability or in writing at the nearest Administrative Service Centre (ASC). This is the structural unit for social protection of the population or territorial branch of the Social Protection Fund for Persons with Disabilities (SPF). To do this, you need to provide documents confirming the need for rehabilitation equipment, a passport, or birth certificate, an identification code, and in some cases additional documents.
This initiative of the Ministry of Social Policy simplifies the application process and improves access to rehabilitation facilities for people with disabilities.
