At the first meeting of 2025, the Government of Ukraine approved the draft law ‘On the Basic Principles of Housing Policy’, which provides for the renewal of the current housing policy system based on the Housing Code of 1983. The document is yet to be considered by the Verkhovna Rada.
The draft law is aimed at addressing pressing issues in the housing sector, including housing waiting lists, the development of social and public housing, and the introduction of an effective mortgage policy. These reforms are expected to be implemented by the end of 2025.

The document also provides for the creation of a Unified Information and Analytical System to increase transparency and minimise corruption risks. Prior to the adoption of the draft law, public consultations were held with experts from various fields.
The introduction of the new housing policy is aimed at creating a modern system that will meet the current needs of citizens and help improve housing conditions.
