As of December 2024, 7.7 million Ukrainians are outside Ukraine. These figures were reported by MP Oleksiy Honcharenko, citing a report by the Parliamentary Temporary Investigation Commission on the Protection of the Rights of Internally Displaced Persons (IDPs).
According to information received from Ukrainian diplomatic missions abroad, 5.3 million citizens are in the European Union. The United Nations High Commissioner for Refugees (UNHCR) specifies that as of 16 December, there were about 6.25 million Ukrainians in Europe.

The largest communities of Ukrainians abroad are located in Russia and Germany – 1.2 million people each, in Poland – more than 985,000, and in the Czech Republic – more than 380,000. A significant number of them have applied for asylum or other types of protection in the EU.
In addition, according to the Ministry of Social Policy of Ukraine, as of October 2024, 4.6 million internally displaced persons were registered within the country, with the largest number in Donetsk and Kharkiv regions.
