The Ministry of Health has explained the changes for people with disabilities provided for in the amendment to the second reading of draft law No. 12178 on the reform of medical and social expert commissions (MSECs), Judicial and Legal Newspaper reports.
The amendment applies to persons who have been diagnosed with a disability with a deadline for re-examination, but due to martial law, they did not undergo this examination within the prescribed period.

Main provisions
- For men aged 25-60 with disability group II or III:
- They are required to undergo an assessment of daily functioning from 1 April 2025 to 1 November 2025.
2. For other categories of persons (women and men of other age groups):
- They are required to undergo a second assessment between 1 April 2024 and 1 April 2026.
3. Who is exempt from mandatory assessment?
- Persons residing in the territories where military operations are underway or temporarily occupied by Russia.
- Persons with severe disabilities (inability to move independently, loss of paired organs, cancer, intellectual and mental disabilities, etc.)
- Persons with disabilities since childhood.
For these categories of persons, the assessment of daily functioning is postponed until the end of martial law, and the disability is extended until the last day of the sixth month after its cancellation.
4. Disability period for new cases:
If a person has not been able to pass the examination since 1 January 2025, the disability is extended until 1 July 2025, but no longer.
