Volunteering is an important part of social life in Ukraine. It has become especially influential in times of crisis, such as war, humanitarian disasters and epidemics. Nevertheless, the volunteer movement in the country faces a number of challenges that hinder its development. At the same time, volunteers and NGOs are implementing unique solutions that can increase the effectiveness of their activities.
Problems of volunteering in Ukraine
The main problem of the volunteer movement in Ukraine is the imperfect legislative framework. Under current legislation, volunteer activities are regulated mainly by general rules that do not take into account the specifics of volunteer work in crisis conditions. This leads to legal misunderstandings, particularly in the area of social protection of volunteers. For example, there is still no mandatory state support for health insurance for volunteers working in combat zones.
The second key issue is funding. Most volunteer organisations in Ukraine are funded by donations, which are not always stable. In many regions of Ukraine, there is a lack of grant programmes or access to international financial assistance for small civic initiatives. Volunteers also often face difficulties in purchasing equipment or delivering humanitarian aid due to the high cost of logistics.
Another challenge is the lack of professional training for volunteers. Many people who want to help do not have specialised knowledge and skills. This is especially critical in the medical, psychological or logistical fields, where people’s lives may depend on the competence of volunteers.

Innovative solutions to support volunteering
Despite all the challenges, Ukrainian volunteering demonstrates remarkable adaptability and ability to innovate. One important step has been the creation of online platforms, such as the Volunteer Platform, and mobile apps for coordinating activities. These resources allow volunteers to register, select projects, learn about community needs, and interact with other participants.
In addition, efforts to improve volunteers’ skills are being stepped up. For example, organisations such as the Ukrainian Red Cross have introduced training programmes in first aid, psychological support, and project management. Such initiatives allow volunteers to work more professionally and efficiently.
New models of support are emerging in the field of financing. For example, grant programmes from international organisations and companies help volunteer initiatives obtain resources to implement their projects. The practice of crowdfunding is also spreading, allowing for donations from a large number of people through online platforms.

Volunteering as a driving force for change
Ukrainian volunteers play a key role in building social capital and supporting the population in times of crisis. Their contribution becomes especially important in times of war, when the state is not always able to meet all needs in a timely manner. Volunteers actively support the military, IDPs, and the population remaining in the war zone.
Today, volunteering in Ukraine is not only a way to help, but also a powerful tool for civic engagement. By participating in volunteer projects, people become more aware, responsible and ready to act for the public good.
