The National Forum of the Rights of People with Disabilities was held in Kyiv, where Health Minister Viktor Liashko presented the achievements and prospects for the development of the Ukrainian rehabilitation system. According to the Minister, it should become one of the best in Europe.
‘We are implementing a patient-centred approach to rehabilitation. Each patient receives help from a multidisciplinary team of specialists who take into account their individual needs,’ Lyashko said.

According to the minister, 70% of rehabilitation departments in cluster and multidisciplinary hospitals are currently operating, and there are 12,600 inpatient rehabilitation beds in Ukraine. This allows us to help more than 126,000 patients every year free of charge.
The outpatient format of care is also being actively developed and will be available in every community. The Minister noted that this year, more than 230,000 patients have received outpatient rehabilitation, and the state has allocated about UAH 4 billion for this purpose.
Lyashko also highlighted the role of the state and donors in supporting the system: ‘The Ministry of Health has purchased equipment for 194 institutions worth over UAH 160 million. Together with the World Bank, we are repairing rehabilitation units in six regions.’

One of the key areas is the creation of rehabilitation centres of excellence, of which there are already seven. They use best practices, and Ukrainian specialists are trained in leading European clinics. In 2025, it is planned to further improve these centres, develop industry standards for rehabilitation, set up prosthetic workshops and introduce a mono-service so that patients can receive all the help they need in one place.
The Minister stressed that all these measures are aimed at ensuring barrier-free access to quality rehabilitation for all Ukrainians.
