The Cabinet of Ministers of Ukraine has approved amendments to Resolution No. 123, allowing mine action operators to submit documents for certification via the Diia Portal. This significant improvement will simplify and speed up the certification process. The changes are effective immediately, and the functionality for submitting applications through the portal will be available soon after the necessary technical updates are made. At the same time, the option to submit certification applications in paper form remains.\

Simplifying the certification process
“We are making a significant leap and moving a large part of the process to digital, both for those who are only aspiring to become mine action operators and for those who already have a certificate. This will simplify and accelerate the process since much of the required information will be automatically pulled from the registers. Most of the processes will also be automated,” said Deputy Prime Minister of Ukraine, Minister of Economy, Yulia Svyrydenko.
She added that the adopted changes would help increase the number of people willing to join the humanitarian demining sector in Ukraine.
New opportunities on the Diia portal
According to the approved changes, from 2025, certification authorities will be able to carry out the following through the Diia Portal:
- Primary certification;
- Recertification;
- Expansion of certification scope.
The validity periods of certificates remain unchanged: 3 years for primary certificates and 5 years for extended certificates.
Increase in the number of certified operators
Less than a year ago, an experimental resolution was adopted that standardized the process of certifying mine action operators. This created equal conditions for everyone willing to engage in humanitarian demining. As a result, the number of certified operators has more than doubled, with 68 mine action operators now certified. This will provide more opportunities to clear Ukrainian lands of mines and unexploded ordnance.
Project collaboration and support
The certification project for mine action operators is being implemented by the Ministry of Economy of Ukraine in collaboration with the Ministry of Digital Transformation of Ukraine, with the support of the Eastern Europe Fund under the EGAP Program.
These changes represent an important step towards improving the effectiveness of humanitarian demining and creating a safer environment for Ukrainian citizens.
