Ukraine has launched a new service that automates the process of property ownership registration for real estate objects after construction completion. From now on, property ownership is automatically registered once a building is put into operation, without the involvement of a state registrar.

How does the new system work?
According to the new functionality, the State Register of Property Rights to Real Estate (SRPR) system receives information from the Unified State Electronic System in the Field of Construction (USESFC) about the commissioning of construction objects that have a special property right (SPR) already registered in the register. This allows for automatic registration of property ownership for such objects, replacing the previously registered SPR.
What can be registered automatically?
The system allows for automatic registration for the following objects:
- Divisible objects of incomplete construction (e.g., a building);
- Future real estate objects, including apartments, parking spaces, and other premises;
- Incomplete construction objects that already have a registered special property right or ownership (e.g., garden, residential, or summer houses).
Additionally, the system allows for automatic updating of technical characteristics for these objects and the registration of encumbrances and changes regarding shared ownership of apartments or non-residential premises.
Advantages of registration automation
The introduction of automatic registration offers several significant benefits:
- Expansion of administrative services: The process is carried out automatically, which simplifies and improves the quality of service provision. This also reduces the workload on state registrars.
- Protection of property rights: Automation reduces the risk of registration based on forged documents, enhancing the protection of property owners’ rights.
- Convenience for individuals and legal entities: Automatic registration actions now take place from the beginning of construction to its completion, ensuring convenience and efficiency in the process.
First registration under the new system
The first property ownership registration under the new automated system has already been completed. The functionality was developed in close collaboration with the Ministry of Justice of Ukraine and the State Enterprise “NAIS” — National Information Systems.
