The Ministry of Agrarian Policy and Food of Ukraine, together with the State Service of Ukraine on Food Safety and Consumer Protection and the Ministry of Digital Transformation, has launched an important project – the Unified State Register of Pets. This initiative aims to improve control over the health and safety of animals in Ukraine, harmonize national legislation with European standards, and promote a culture of responsible pet ownership.

Purpose and benefits of the register
The Unified State Register of Pets, implemented on the Diia.Engine platform, will become a central database for information on cats, dogs, and ferrets in Ukraine. The register will store data such as pet names, descriptions, vaccination details, bio-sterilization, and contact information of owners and keepers. This database will help ensure effective control over animal health, prevent the spread of dangerous diseases, and improve the country’s epizootic situation.
One of the main benefits for pet owners will be the ability to easily restore lost documents and data about their registered pets. In addition, the register will make it easier to locate lost animals. After the introduction of the veterinary passport in the “Diia” app next year, traveling with pets within Ukraine will become much simpler.
A step towards eurointegration
The launch of the Unified State Register of Pets is an important step in aligning Ukraine’s legislation with European animal welfare requirements. According to the new rules, pet owners will be encouraged to register their pets in the database, which will increase the chances of returning lost pets. Furthermore, it will help the state better plan preventive measures and control pet vaccination.
“The operation of the register will contribute to a higher level of responsible pet ownership in Ukraine. It will also help reduce the risks of spreading dangerous infections such as rabies,” said Serhiy Tkachuk, Head of the State Service of Ukraine on Food Safety and Consumer Protection.
First stage – authorization of veterinary clinics
The initiative to introduce the Unified State Register of Pets began with the first stage, which involves the authorization of veterinary clinics. This stage has already started, and veterinary clinics and doctors can submit applications for authorization in the register. To do so, the head of the clinic needs to fill out an application through the platform’s cabinet, which takes no more than 30 minutes. After verifying the data, the State Service of Ukraine on Food Safety and Consumer Protection will review the application within 10 working days. If approved, clinics will receive confirmation of their authorization. This will allow veterinary doctors to begin registering animals in the system.
Additionally, veterinarians will be provided with educational webinars, and technical support will be available via phone or chat. Veterinary clinics that already use veterinary information systems (such as Jet Vet, Enote, Animal-ID.net, BuBiBo) will be able to integrate their operations with the register after authorization.
Future plans
After successful authorization, veterinary clinics will be able to start registering pets in the register, which will be announced in the next stage. It is also planned that in the future, the Ukrainian register will be integrated with international databases, which will make animal identification even more efficient and simplify the registration process on an international level.
