The Verkhovna Rada of Ukraine has approved the state budget for 2025, with 257 members of parliament voting in favor. The primary goal of the budget is to ensure a comprehensive approach to supporting key sectors, developing critical industries, and restoring the economy amid the ongoing war.
Priorities of the 2025 budget
The document focuses on financing priority areas, including national security and defense, social protection, and economic recovery. Another crucial component is addressing social and humanitarian needs, which involves providing support to vulnerable groups in wartime conditions.
Funding for water supply in affected regions
One of the most significant items in the budget is the support for territories that have suffered severe damage due to the war. To implement the state target program for comprehensive water supply in areas affected by the conflict, the 2025 budget allocates 906.275 million UAH. This program, approved by the government in September 2024, covers nine regions: Dnipropetrovsk, Donetsk, Zaporizhzhia, Luhansk, Mykolaiv, Kirovohrad, Odesa, Kharkiv, and Kherson.
Among the planned activities, the largest funding is allocated for water supply in the cities of Mykolaiv, Kryvyi Rih, Kharkiv, and the Kharkiv region. Over 891 million UAH is designated for these needs. Additionally, more than 15 million UAH will be used to prevent flooding and partial inundation of settlements, private properties, and agricultural land along protective embankments of the Kyiv and Kaniv reservoirs.
Support for areas affected by the Chernobyl disaster
A special provision in this budget is the allocation for conducting dosimetric passporting of settlements affected by radioactive contamination due to the Chernobyl disaster. For the first time since 2011, the budget includes 37 million UAH for this essential work. This measure aims to improve radiation monitoring in affected regions and ensure the safety of the population.
Conclusion
The state budget of Ukraine for 2025 represents a crucial step in the country’s recovery following the war, ensuring social stability and citizens’ safety. The priority funding for water supply in affected regions and measures to support environmental safety highlight the importance of a comprehensive approach to infrastructure recovery and public health protection.
