The survey was conducted by the Sociological Group Rating on behalf of the International Republican Institute (IRI) in September-October 2024 and covered 2000 respondents from all over Ukraine (except for the temporarily occupied territories). Data was collected by telephone interviews with a random sample of mobile numbers, and the margin of error is 2.2%.

Main results
The future of Ukraine:
- 78% of respondents believe that the future of the country is rather hopeful.
- 15% assess it as hopeless.
Economic situation:
- 39% of respondents indicated a significant deterioration in the economic situation of their families compared to the pre-war period.
- Only 5% indicated an improvement in their financial situation.
Support for NATO membership:
- If a referendum on NATO membership were held now, 75% of respondents would vote in favour, 7% would vote against, and 14% were undecided.
Return of territories:
- 49% strongly agree that Ukraine should return all its territories to the 1991 borders, while another 24% ‘rather agree’.
- Only 7% support ending the war based on the existing frontline.
Geopolitical choice:
- 77% of respondents want to see Ukraine as a member of the European Union, while only 2% favour a Customs Union with Russia, Belarus and Kazakhstan.
Energy challenges:
- 68% of respondents have water stocks, 71% have food stocks, and 50% have emergency medicines.
Public opinion on mobilisation:
- 32% consider the mobilisation to be ‘too high’ and 30% consider it to be ‘optimal’.
The survey also highlighted socio-economic challenges, including mobilisation issues, the impact of power outages and the prospects for holding elections during the war.
