Ukraine approves action plan for implementing the Demographic Development Strategy until 2040

The Ministry of Social Policy of Ukraine, in collaboration with other government bodies, international partners, and civil society, has developed and approved an action plan for implementing the Demographic Development Strategy of Ukraine until 2040. This document is aimed at addressing the critical demographic challenges the country faces and outlines specific steps to improve the demographic situation and the quality of life of Ukrainians.

The strategy as a key step in implementing European initiatives

The Demographic Development Strategy is an important tool to combat demographic threats, such as declining birth rates and population aging. It was developed based on international experience and the specific needs and challenges of Ukraine. This document is part of Ukraine’s Plan for implementing the European Union’s Ukraine Facility initiative, which aims to improve labor market conditions and living standards for Ukrainians.

Key directions of the action plan

The approved action plan covers several key areas that will influence the improvement of the demographic situation in Ukraine:

  1. Support for birth rates and families
    Implementing comprehensive social and economic measures aimed at creating conditions to increase birth rates and developing infrastructure for families with children.
  2. Reducing premature mortality
    Expanding access to quality medical services and implementing measures to prevent the main causes of premature mortality.
  3. Attracting migrants and promoting the return of Ukrainians from abroad
    Developing programs for the return of Ukrainian citizens, creating favorable conditions for their integration and employment in Ukraine.
  4. Promoting active longevity
    Supporting employment for older adults, creating conditions for active aging and healthy living, and fostering barrier-free environments for the elderly.
  5. Developing infrastructure for quality living
    Ensuring Ukrainians have access to affordable and comfortable housing, and building infrastructure that creates the conditions for a prosperous life and development in the country.
  6. Increasing employment for vulnerable groups
    Programs for retraining and employment of persons with disabilities, internally displaced persons, and veterans, including the development of flexible forms of employment and encouraging official employment.

Joint work on implementing the plan

To successfully implement the actions outlined in the Strategy, all relevant ministries, agencies, NGOs, and international partners will be involved. Regular reporting by the responsible agencies on the progress of implementing the plan will ensure effective monitoring and control of the process.

Support from international partners

The strategy was developed with support from UNFPA, the United Nations Population Fund in Ukraine, in close collaboration with experts from various countries and involving the Institute of Demography and Social Studies of the National Academy of Sciences of Ukraine. The process also included contributions from government bodies, international partners, and demographic experts, ensuring a broad and inclusive approach.
